I know there is a general uproar about this but it is about time that the nuisance of donkey dung was dealt with and what better way than placing a nappy on the donkey.
On a more serious note, was this the best suggestion they could come up with, placing nappies on donkeys. I wouldn't like to know what the other suggestions were, maybe a donkey cull or "plugging" the donkeys with a cork so they couldn't defecate in the city. Sometimes you really have to wonder whats going to come next; maybe tieing song birds' beaks shut with string so they can't cause noise pollution or trying to commute to work on a cheetah to reduce pollution. On second thought that 2nd idea sounds pretty good, where did i put that number for transport department...
